VeraCrypt Volume Not Showing in VeraCrypt Menu

Project : Creating a Veracrypt Data Warehouse on an External HD

MacOS : 10.11.6 El Capitan
VeraCrypt : 1.1.9

I created a 1.9T Veracrypt volume on a brand new Seagate 2.0T external hard drive, but the VeraCrypt menu (e.g.: Mount; Mount All Devices; Select Device) does not recognize the VeraCrypt Volume and does not accept my password (which I am certain is correct).

VeraCrypt's menu does not show any volume on the external Seagate HD. The Veracrypt menu does ask for an initial mounting password, followed by an administrator password prompt.

Oddly, Apple Disk Utility showed a hidden VeraCrypt volume, but you cannot mount it or save anything to it from Apple Disk Utility. So, I do know the VeraCrypt volume was created and my password is known.

Please help me understand how to mount the new VeraCrypt volume.
