VeraCrypt 1.19 Vista Installation Workaround

I have been unable to install VeraCrypt 1.19 on a Vista OS unless I use a workaround. The installation always fails with the message "Installation failed". I discovered a work around for the problem. If I un-check the two options "Add VeraCrypt to Start menu" and "Add VeraCrypt icon to desktop" then VeraCrypt will install successfully.

I then create the "VeraCrypt" folder in "C:\ProgramData\Microsoft\Windows\Start Menu\Programs" and create any desired shortcuts. The easiest way to get to the folder is to right-click on "All Programs" in the Start Menu and then left-click on "Open All Users". The entire "VeraCrypt" Start Menu folder can be copied from a Windows 7 machine or an older version of VeraCrypt.

Based on this it seems that the error is due to problems creating the Start Menu and Desktop shortcuts. I also determined that un-checking or checking the "Install for all users" option has no effect on the problem. Version 1.16 does not have the problem on the same Vista OS.
