Boot order in Windows 10 w/UEFI

I finally got the system to boot with the VeraCrypt driver first, but then it accepts my password in the test, goes to start...and then shuts down. It does this in a loop. I eventually F12 back to Setup screen and re-ordered the boot order to use windows boot manager first and then Veracrypt 2nd, but then it just starts normally without prompting for password. At this point, Veracrypt tells me the pre-encryption test has failed. Again.

I've already disabled the Secure Boot in setup. What else do I need to do so that the Veracrypt driver prompts me for password, but then still boots windows after verification?
