I have two HDDs, I clone the primary via Macrium Reflect and has always been able to boot off the cloned HDD.

Now I installed and encrypted the primary with VeraCrypt and then cloned it with Reflect. Upon trying to boot off the secondary HDD, it displays, after entering the VeraCrypt password:

Error: No bootable partition found

Image does not have an x86 Master Boot Record, why is that?

I've never gotten this error before over years of using Reflect.

It sounds like maybe you didn't copy off your boot/EFI partition as well? Windows usually installs with a small boot partition, recovery partition, and the main C: drive. Without that boot partition your system won't be bootable.
