Slow external HDD speed

I have a strange problem with a external HDD encrypted with VeraCrypt on Windows 8.1.

When I encrypt the hdd with AES and try to copy something on it, I get the boost from the cache at first but then just ~19MB/s instead of the ~90MB/s I get on another HDD, same model, also with AES encryption.
Same problem with reading from the drive, the slow one gets ~25MB/s, while the fast one gets ~70MB/s.
According to CrystalDisk Info the name of the used HDDs is:
ST2000LM005 HN-M201AAD 2000,3 GB
They have different firmware versions, the slow one has 2BE10001 and the fast one 2BC10006

Is there something I can do about that? Unencrypted the drive works perfectly with the expected speed.

Okay, I tested the external hard drive now on a Windows 7 machine.
There I get the full speed of the disk, ~125MB/s write.
