Can't mount device using HDD Docking Station

VeraCrypt 1.16 64 bit on Windows 8.1

I have an internal HDD (WD Black 3TB) that I use with an external docking station that outputs to a USB - Sabrent (EC-3US35). I recently got a new docking station that includes a fan - Sabrent (EC-DFFN).

I have the entire drive encrypted and it will mount fine using the old docking station, but not the new one. The new one works fine on Windows with unencrypted drives.

When I select the encrypted drive to mount, it shows up on the device list, but when I try to mount it, it gives me the MountVolume6948 error - Operation failed due to one of more of the following: - incorrect password - incorrect Volume PIM number - Incorrect PRF (hash) - Not a valid volume.

Anybody have any ideas? Why would a docking station that works fine for unencrypted drives not work for an encrypted drive (that works fine with a different docking station)?
