Cannot load Windows

Power-on and Veracrypt screen appears, enter password, and Windows begins to load. Windows displays a message that it is updating, but after a few minutes, it reverts to the Veracrypt login screen. Cannot boot to safe mode or repair, etc.

Removed disk, attached to an external USB adapter, and attached as a drive to my other computer. Used Veracrypt to mount w/o preboot authorization. I can browse the hard drive with no problem.

Now what, i.e., how do I resolve the original issue so when I put the hard drive back in the laptop, it will boot normally.

I don't have a rescue disk and it won't allow me to make one from the currently mounted drive.

The laptop that the drive was in doesn't have a CD drive.

Where did you store the Rescue Disk ISO file?

Can you copy that off the system drive to create a bootable USB?
