EFS issue with NTFS volumes

I copied a EFS file from an unencrypted drive into a NTFS veracrypt volume and I noticed that the file is completely messed up inside the veracrypt volume. Just turning on EFS for a file in a NTFS veracrypt volume is enough to mess up the file. I can't turn off EFS for the file or even open or copy the file, I keep getting a "incorrect function" error. The only thing I can do is delete the file. However it works fine if the veracrypt volume is formatted as FAT. From what I've read, Windows 10 uses Enterprise Data Protection to keep files encrypted on FAT volumes.

This is happening with Veracrypt 1.17 on Windows 10 Pro.

edit: It actually looks like the file didn't even really copy over, since it shows the file size as 0 bytes. It did also give an error when copying that says "invalid ms-dos function".
