Strange installtion errors: Parameter is incorrect, failed to upgrade

Asus x44h
Windows 7 home premium
500gbs (rounded) hard drive
8gbs of ram

Had the C: drive (the OS is on this partition) encrypted with veracrypt

I recently did a re-installation of windows without a format but did a full decrypting, removed the veracrypt boot loader with the rescue disk, then after getting the error below did a windows installation cd rebuild of the mbr (windows boot). But the error keeps coming back.

I'd like to put the encryption back on it but the error makes me a bit nervous about doing it.

When i try to re-install veracrypt im getting this strange errors "parameter is incorrect" "failed to upgrade the veracrypt boot loader" "Installation failed" then the really strange "veracrypt has been successfully upgraded". (pictured)

No .exe is installed

So my question is how do i fix this error
