Drive Cloning/Migration to a Drive of Lesser Size

I need to migrate my filesystem to a drive that is 100GB smaller in storage space. I'm running Windows 7 with full disk encryption. I believe there's drive cloning software that can do this for me. I've been looking at Clonezilla which has truecrypt support. The problem of course is that the partition is going to have to be resized before cloned to the new drive. I'm also concerned about the volume header. Am I going to have to decrypt the drive before using software that resizes and clones to a drive of lesser size?

Cloning a FDE drive is very often a hit and miss thing. More often than not they miss the bootloader, but that could be reconstructed with the Rescue Disc.

Personally, I would go the route of full decryption overnight, regular backup with software you know and are comfortable with and then a restore of unencrypted system partition(s) to the new drive, subsequently encrypting it.
