If I rename hard drive name ( which is encrypted with the Veracrypt) in Windows 8.1 64-bit Explorer, the hard disk will return to the default name ( Local disk X) if I restart computer and hard drive docking station. Is this normal? Sry possibly bad english.

On Windows 8.1, if you use the same drive letter to mount the volume, then the new name should be persistent across reboot.
If you need to use different drive letters each time, then you have to mount the volume with the option "removable media" in order for the custom drive name to be the same for any drive letter you use.

Windows 8.1 is different from previous versions of Windows where the custom name didn't depend on the drive letter. As said above, if you need to retain the same behavior on 8.1, mount volumes as removable media.
