Boot Loader Damaged

I have an issue with a device that was previously encrypted with TrueCrypt.
In preparation for removing Truecrypt and installing Veracrypt, went into
the menu and selected "permanently decrypt partion". The system decrypted and
once it was completed, it requested a system restart. After the restart, I am always receiving the Boot Loader Damaged at startup. The user has lost his Rescue disk and after looking at his laptop, he doesn't even have a CD drive in the machine. Chance are he never created the disk but still have this issue.

Any suggestions on repairing the Boot loader or bypassing this error?
Is the hard drive corrupted now even thou it was decrypted?

Since the system has been already decrypted by TrueCrypt, you can easily fix this boot issue by using a Windows installation disk: just boot from it using an external drive or a USB key created from Windows installation ISO using the Windows download Tool, and after that using the recovery tools provided.
