HP ProBook 650 G2 Will not prompt for password before booting OS

I have a newly imaged laptop that has 1 hdd and three partitions: Windows | HP Recovery | HP Tools. Windows 10 64 is the OS and it is using UEFI

I have gone through the process of encrypting the Windows Partition (which it deemed disk 0) and created the USB boot EFI folder. After verifying it is without error, I then get prompted to reboot to see if it prompts for the password. It doesn't. I attempted three times and each time it gave me the option to try again or undo what I've attempted to set up. I was using the default encryption AES I believe (the default option that is in the drop down).

I found this thread: and the instructions from Alex. Is this still necessary on 1.19 or is there a better way?

I can use bitlocker but wanted to have these all uniform in regards to encryption software.

It is better to use 1.20B2 (instruction is the same)
1.19 rescue disk has bug.

Note: It is possible to try start VeraCrypt loader from EFI DriverOrder instead of BootOrder.
