I'm trying to setup a dual boot decoy OS, but when i go to "System > Create Hidden Operating System", the "Create Hidden Operating System" option is disabled and greyed out.

I have a 512GB SSD with the following paritions:

500MB (EFI System Parition)
146.48 GB NTFS (Windows 10 with Anniversary update - Dell OEM)
319.56 GB (empty-tried NTFS and tried encrypting it)
450MB (Dell Recovery)
9.86 (Dell Recovery)

What am I missing? Do i need to just delete all the paritions and start over with a clean install of windows?

That feature is currently not available for EFI/GPT system encryption.

From the 1.18 release notes:
Support of EFI system encryption (limitations: no hidden os, no boot custom message)
