Corrupt rescue disk

This morning my PC started taking forever to get past the "verifying password" prompt and when it finally did, it would just say "Booting..." and then nothing. Just a blinking cursor......

I do not have a rescue disk so is there any way to recover this? I assume the Windows partition is toast but I can't get into safe mode or anything......

Any ideas out there?

You will need to boot other os, either try some live linux or install new windows on a seperate hard disk. Once you have new os working, install veracrypt and try to mount (or permanently decrypt) the damaged one.
