Safe to encrypt USB where windows system image is?

So I have a USB with my windows system image on it. Is it safe to encrypt? And if so, then what overwriting option should I choose when encrypting? I know I can choose between 3, 5 and 35 overwriting I believe.

The question to ask on a Windows forum is how can you recover using the VeraCrypt encrypted USB drive with your system image when Windows will not start to allow you to use VeraCrypt software to mount the volume so you have access to the image in order to perform a recovery.

Wipe mode of 1 times for modern hard drives is sufficient.
