What happens if I resize my encrypted partition

I have an external Hard Drive with two partitions.
Lets say A and B.
B is encrypted, A is not. VeraCrypt mounts the encrypted partition B as C.
Assuming I shrink A and try to extend B or C with gparted or windows disk management.

Would gprated (or windows disk management) even be able to perform?
If so, what would be the consequences for my encrypted data on B?
